If I'm not mistaken. I think there was a quest or something you had to do to unlock the ability to repair gear. (Most things if XIV has a quest for you to do so that you can do it later. Materia Melding)When you right click the spear and choose 'Repair' it should bring up a window with all your equipped gear that has any durability loss to it.

When you right click the spear (assuming you're on PC) you can chose to repair it only. If you meet the requirements to repair, it will do so. If you do not, it should tell you that missing item (grade of dark matter) is needed or that your skill is not high enough.Note: When repairing, you do not have to be the DOH job that is required to repair.NOTE NOTE: You may have to use the drop down in the repair window to find the spear in your Armory Chest or Inventory since you said you can not equip it yet.You can also take it to an equipment mendor as mentioned in another comment.
