I've tested it before and after the patch. For example I've earned the Fast Expand achievement, just 5 minutes ago on this account in an offline game as explained in this thread. You can earn achievements when playing in offline games. Try it yourself. Clearly, B.net still tracks your offline games to reward achievements.

To make it “fair” we keep giving the AI human limitations, like field of view, rather than let it use its assets and advantages.
